According to Jason, the start up of the recommendation engine is taking about 7-8 minutes. Ideally we'd like to move the caching away from the wsgi setup.

jason: I was asking joaonrb1 to move caching away from during wsgi startup
jason: using localcache/uwsgicache will decrease latency but it takes a long time to generate cache on every single server
