109603 - [RFE] Implement a true full screen mode

This is split off from bug 68136.

Now that we have the ability to hide all the toolbars and go into "full window"
mode it would be very nice to have a real full screen mode like IE, kmeleon and
galeon have. That means a maximised window without decoration, taking up the
whole screen and covering taskbars and the like, without any of the usual
toolbars. In other words the second strategy outlined in

This was just me trying to make everybody happy. As you might have guessed such
an undertaking is bound to be doomed from the start. ---> VERIFIED
