The screen was implemented according to the UX design doc for compose tracked in bug 951081. ni? to Juwei to confirm that is the desired look. If so, then we should close this as working as designed.

It's by design to make the field looks more clean. 
And I don't think it would effect any interaction behaviour.

Marking as working as designed, but the choices for RESOLVED do not contain that exact sentiment, so choosing WONTFIX which is somewhat close to expressing that.
