small speaker to turn off sound in a per page or per tab level

Details
Why not to put a small speaker near the four lower left icons to allow users
turn off sound on a per page/tab level.
Sometimes you drop on a page with sounds that do not allow turning it off and
it´s very annoying...
the implementation of this is discussed in bug 24418 - resolving as dup.
