Details
Currently the browser-element API observes the "remote-browser-pending" and "inprocess-browser-shown" notification and check if the frameLoader is what it wants. This is suboptimal. What we really want to know is when the frameLoader is created and the message manager is ready. We should be able to use a callback interface on the frameLoaderOwner and only get the notification once.
