Needed for bug 1084493.
Will likely first require:
* Fixing the memcached issues (not caching most recent revision)
* Fixing the timeouts on json-pushes (bug 1076826, bug 1079788)
* Improving the load generated/perf regression when we ingest pushes (bug 1090284)

Wontfix since we now ingest pushes virtually instantly via pulse (bug 1065567), and json-pushes is polled less frequently just as a backup mechanism.
