1097779 - Reset not respect IsRelative=0 in profiles.ini

Steps to reproduce:
Create a new profile using the Profile Manager and use.
Close the Firefox, open the profile directory, and move it to another directory (e.g. D:\[profile_name]), modify the profiles.ini file in up one directory, the profile's IsRelative to 0 and path to the new full path.
Open the profile is right, doing to reset firefox, run.


Actual results:
The profile be regenerated in the user's profiles directory, not the original specified directory.


Expected results:
Still try to generate in the original directory, or generate a warning/tip at least, or others.


I admit it may be necessary (to resolve/avoid permission issues), but it is somewhat unexpected at least for me.

I don't think we care to support resetting into arbitrary directories based on command-line specified flags - too much of an edge case.
