Aren't toolbars already collapsing?

I don't have enough information available to verify this fix. Using the 1999092909 build under NT, the toolbars do NOT appear to be collapsible. The UI is not well thought through, but there is a small region at the left-hand side of toolbars that behaves similarly to legacy Nav browsers visually - but does not do anything when clicked. So... is this fixed? broken? in progress? Thanks!
There is a dark blue rectangle with a triangle. When you click on it it collapses the toolbar in my build from monday.
Sorry - the collapsible toolbars went missing for a while due to a new UI. The old UI is back and so are the ct's. Verifying with the 1999101508 build, NT.
