This is regression from 6.2. This may be related to the bug 98434.

editor/libeditor/text/nsTextEditRules.cpp, function TruncateInsertionIfNeeded().
My guess is that since the string that comes in for IME is not just the last
character you typed, but instead everythin you have typed so far, that we need to
be able to determine what portion of you entered text is not yet committed and
subtract that out of the length before adding in the current string (which will
have that uncommitted text in it). I don't know that there is a good way to do
this. I can help you with this: it's really an editor bug.

I tested this in 6.2 again. This is not regression from 6.2.

I am marking this a duplicate of 98434.
While I was debugging this, we need to have a way
to determine if the IME is in Composition mode.
We can use kInsertTextIME to determine if IME is
*activated*; but that doesn't really help in this case.
We want to allow users to type as much of text as possible
in the Composition mode. Once the user commits the text, then
we can restrict the inserted text length.
