110041 - Add "Open Frame in new tab" to context menu

The context menu for a frame within a tab currently includes "Open frame in new
window" and "Show only this frame". It would be nice to have a "Open frame in
new tab" option.

for sanity's sake, please keep the context menus to a reasonable length!

The problem here is we need a more generic 'Prefer tabs' pref, which changes the
current "open frame in new window" to "open frame in new tab". And also on page
links. And bookmarks. And submit buttons. And personal toolbar. And images. And
probably twenty other places.

Then for all these differant context menus, you have by default:

<b>Open</b>
Open in new window

and with 'prefer tabs over windows', or whatever it will be called, all menus
change to:

<b>Open</b>
Open in new tab

If you choose tabs for default and need a window, there's always accel+n and
paste in the URL.

If you choose windows for default and need a tab, there's always accel+t and
paste in the URL.

Most people use one mainly, and the other never or rarely. There's no need to
continue adding 3 "open ..." items to every context menu.

It would then be nice to have a pref which also adds the other (non-default)
action to the context menu.
