This one is proving difficult to reproduce.
The problem usually goes away if you reopen the menu.

Still having difficulty reproducing this, but I have a sneaking suspicion this has something to do with the new "restart to update button" inside the menu.
One possible STR:
1. Make sure you havn't opened the menu.
2. Wait for the update indicator to appear on the menu's button.
3. Open menu.

I really think it's a dupe of bug 1028519. The issue is really older than the new update button.
