110268 - SaveAsDraft messes up charset

Reproduction:
1. Open HTMl composer
2. Add recipient, subject
3. Write in body:

ההה

4. Save as draft
5. Close Composer
6. Go to drafts, open draft you just saved
7. Send (as plaintext)
8. Repeat procedure without saveing as draft in the middle (sending immediately)

Actual result:
In step 8, all is fine. Message is recieved as sent.
But in step 7, you get a warning message
"The message you composed contains characters not found in the selected
Character Coding, ..."
If you ignore it and send it anyway, the chars are converted to 7bit US-ASCII.

Expected result:
Step 7 has the result of step 8.

Workaround:
Open new HTML mail, copy all content, subject and recipients over.

I cannot reproduce this problem using today's debug build. WFM
