Test test_settings_bluetooth.py is failing in the latest master build.
The failure is caused by the fact that bluetooth is turned on by default.
The issue is reproducible manually. Repro rate: 5/5 

#STR:
1. Launch Settings app
2. Tap Bluetooth option -> Bluetooth section is opened

#Expected results:
Bluetooth is turned off, the checkbox is not enabled; the bluetooth icon is not displayed in the status bar

#Actual results:
Bluetooth is turned on, the bluetooth icon is displayed in the status bar
