Easy to reproduce by visiting a non-trivial site (like http://money.cnn.com/) and then scrolling very fast. If the area of the page we're scrolling into hasn't painted yet, and we hit the bottom of the scrollable area, the scroll thumb will go off the edges of the scrollbar.

Similar to bug 1103276 but seems different enough to file separately.
Is this still a problem? I think botond landed a scrollbar fix recently and IIRC you said it helped with some things.

Yes this is still a problem, at least on Windows.
