Currently, when you select an RTL language, the back/next buttons flip like [Next >], [Back <]. According to the RTL guidelines, where there is implied directionality, these should not flip
(Note that the guidelines for OK/cancel buttons indicates they do flip; I propose the back/next buttons' directionality trumps their OK/cancel secondary functions here.)
