Details
There are cases where a live region's change other than text or addition/removal need to be announced to the user. Here's a use case:
* an element with role progress has an explicit aria-label attribute set.
* during some interaction aria-label is changed dynamically.
* because it is neither of addition/removal/text the change is not announced to the AT user.
* We need to ensure that it actually gets picked up and relayed to the user!

I think this is already fixed. This code explicitly permits name change events for live region changes. Eitan, do you agree?
