The content types in the drop-down menu on the "create attachment" page should
be grouped by type (for those browsers that support it) like so:

  plain
  HTML
Image
  GIF
  JPEG
  PNG
Application
  Binary
Consider for 2.18 - maybe do for moz.org only?

Perhaps this should be in the UI component, actually? It does seem like a UI
thing. (I didn't move it by myself since you reported the bug yourself, and it's
assigned to you, Myk.)
