The setting in View -> Show/Hide -> Site navigation bar should be set to  Show
always as default. Thus people would see it, and perhaps ask why it isn't in use
at their favourite sites. Or at least "Show only as needed".

Reproducible: Always
Steps to Reproduce:
1.Start Mozilla
2.Create a new profile
3. Check the status of the View -> Show/Hide -> Site navigation bar menu choice

Actual Results:  It will be set to "Always off"

Expected Results:  It should have been set to at least "Show only as needed",
but to advertize the feature it should be "Always on"
The site navigation bar is at the moment a serious performance hit on page
loading.  It will be turned on by default once the performance issues are
resolved.
