Steps to reproduce:
View the style editor with a missing stylesheet
Actual results:
Observe the close button on the left is not visible
Expected results:
The close button should be clearly visible to the end user

I have flagged this as a larger issue flagged here https://bugzilla.mozilla.org/show_bug.cgi?id=1067422.
I feel this is a usability issue across the dev tools platform and should be resolved.
