Description: 
If the user zooms in and out immediately after launching the app the zoom feature will be disabled.

Note: Camera can be fixed by switching to video and zooming in and out. If the user does not to this, they will be unable to fix the zoom function even after closing the app, restarting or resetting the device.

Repro Steps:

1) Update a Flame device to BuildID: 20141216040201
2) Launch Camera app.
3) Immediately begin zooming in and out.
4) Observe that the zoom feature has become disabled.
  
Actual:
Zoom feature will become disabled.
  
Expected: 
It is expected that the zoom feature will continue to work even if the user begins to zoom in and out as soon the camera app launched.

This issue does NOT occur on Flame 2.1 KK (319mb) and Flame 2.0 KK (319mb) 

Result: Zoom feature will become disabled.

The zoom function will be broken until the user tries to zoom in during a video. This is very frustrating to have basic functionality broken. Also a regression. Nominating to block 2.2

I was able to reproduce the bug on the reported nightly user build and on a 20141215063240 tinderbox engineering build, however this issue is no longer occurring on latest tinderbox engineering build.
