What problems would this solve?

Currently, there's no way to add words to the custom dictionary for spell checking. This means the user will frequently see words flagged as misspelled when in reality they're technical terms, API names, or the like.
Who would use this?

Most contributors that use the spell checker.
What would users see?

Any context menu that lists spell check replacement words would have an "Add 'X' to custom dictionary" option.
What would users do? What would happen as a result?

Selecting it would add the word to the user's custom dictionary, so that from then on it's considered a valid word.
Is there anything else we should know?

Not a blocker for CKEditor 4 launch.
