Build ID: 2001-11-21-04, Windows 2000.

Summary: Bounds-checking in outliner view results in false scrollbar.

Steps to Reproduce:

1.  Set up news://news.mozilla.org.
2.  Bring up the subscribe window.
3.  Type 'nes' into the "Show items which contain:" field.

Expected Results:

No entries for this typedown search, so no scrollbar should be present.

Actual Results:

We get a scrollbar.

I see this in the 3pane using Quick Search, but not in the Address Book using
Quick Search.

see attachment 64655 [details] for new false scrollbar now, Jan, I think I say this start
to regress in 1-7 build w2k, with the last round of outliner checkins there.. 
there are a few bugs open for this.  I believe this is the same issue here with
the subscribe dialog as with folder pane.
