I am testing with master Loop version and 2.0 FxOS version and I am not reproducing the fault.
It's strange because that part of the code has not been modified and should be working as usual.
Could you please retest it? and in case it's still reproducing could you please provide more info about the contact you are calling to? is registered by MobileID or FxAccounts?

I am still able to reproduce this issue on Flame 2.2 Master (319mb)(Kitkat Base)(Full Flash), Flame 2.1 (319mb)(Kitkat Base)(Full Flash) and Flame 2.0 (319mb)(Kitkat Base)(Full Flash)
Result:
When you make a call to a logged in "Firefox Hello" User, a message pops up saying the called contact is not yet a Firefox Hello User
NOTE:
Since we are NOT able register by MobileID, I called a contact who is registered by FxAccounts

Hi Fred,
Please see Bug 1116117, is the same scenario? If you are trying to call to a contact saved without country code being logged with FxOS Account and when there is NO sim in the device, then you will get that message.
Testing with latest master Loop version I am not able to reproduce this bug. In case it is still reproducible on your side please provide more info about how the caller user and the called user are registered.
Thanks!
