1113426 - Add gaia l10n repos for Igbo, Yoruba, Hausa and Burmese locales

Please set up  Igbo, Yorubo, and Hausa repos on all following branches:
* https://hg.mozilla.org/releases/gaia-l10n/v2_0/ig and yo and ha 
* https://hg.mozilla.org/releases/gaia-l10n/v2_1/ig, yo, ha 
* https://hg.mozilla.org/gaia-l10n/ig, yo, ha

The repos should have the common l10n permissions and hooks, both python:mozhghooks.pushlog and python:mozhghooks.single_head_per_branch.hook.

The permissions should be scm_l10n, not level_1.

We will also need git mirrors.

Sorry forgot about Burmese. Same thing, please set up:

Burmese is already available on gaia-l10n (not on the other branches).

Correcting title as it's "Yoruba" and not "Yorubo"

All the hg repos have been created per above. The repositories are commitable, but do not yet show up on hgweb due to bug 1116328
