When launching a card from home app, the card can contain a customized URL/hash for launching a specified app from different initial states.

To launch app in this way we need work from bug 1113495 to be done first.

There are two parts here:
1. smart system to handle IAC message and open the app.
2. smart home to handle the data structure to open the app.
