1. Open the Devtools
2. Go to Style Editor

There is the list of CSS files, give the possibility for the user to Copy the URL of the file. Contextual menu: Ctrl+Click on the file name.

I can confirm the presence of a functional Copy URL context menu item in Style sheet pane on latest Beta 65.0b12 across platforms (Windows 10 x64, Ubuntu 18.04 x64, macOS 10.13.)
