Description:
When on the geolocation page during FTE, the toggle switch is on the right side when it should be on the left.


Repro Steps:
1) Update a Flame to 20141223010202
2) While in FTE, toggle language to a RTL language(like Arabic)
3) Navigate to the Geolocation page


Actual:
Toggle button is on right side of screen.


Expected:
Toggle button should be on left side of the screen.

The other page that has a toggle switch, Cellular Data, also has it on the wrong side.

RTL triage: P3 -- this bug is not prioritized for inclusion in the 2.2 release.
