In an RTL local the scroll bar is not mirrored in smart collection 


Repro Steps:
1) Update a Flame to 20141223010202
2) set to an RTL language 
3) create a smart collection
4) go into smart collection and scroll up and down 


Actual:
Non Mirrored scroll bar


Expected:
Mirrored scroll bar
