Description:
If the user is going through the Privacy Panel's guided tour and rapidly taps the area where the Back and Next buttons are located, the pages will sometimes flip back and forth due to hitting the wrong button as the page loads.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141223010202
2) Launch the Settings app then tap Privacy Panel in Privacy & Security.
3) When the guilded tour appears, tap on the right side of the "Get Started!" button rapidly.
4) Observe the reaction of the guilded tour pages.
  
Actual:
When the user taps the Back button as the next page slides in, the previous page will slide back in.
  
Expected: 
The Back and Next buttons do not respond until a page slides in completely.
