In some countries, the cellular data fee is very expensive.

The users always complain that there is no notification popped up when they download file via cellular connection, especially when they click some links by mistake.

So it's better to inform users when download files on cellular network, which will help them save money.

I'm guessing that we'll want to do this in an adaptive way -- show a doorhanger the first time (or few) so that the user can choose what kinds of behavior they want.

Extra points if we notice when you shift between different cellular networks and re-prompt, so you're delighted rather than disappointed when you use a pre-pay SIM while traveling.

Let's get some feedback from UX before finalizing a course of action.
