Affects Windows version. I'm not sure about Mac.
This looks like an issue with noscript to me... Giorgio, can you reproduce this?

No, I cannot reproduce. More specifically, no matter if I click or just hover the button (hovering is the trigger by default, but it can be configured to be ignored) the menu is shown and stays near to the cursor, while Firefox's popup panel stays open (differently from what is displayed by the screencast).

Anyway, should this actually be a NoScript-specific issue (which is entirely possible, since NoScript performs lots of awful hacks on its menu in order to make it sticky across multiple permissions changes) I'd suggest andyxu to raise it at https://noscript.net/forum
