Details

When you load a URL (via a click from another window or tab), Mozilla will try to load the page, but it will not 'remember' the URL. Thus, if there is a problem loading (slow servers or what not) and you want to stop the page loading, and retrieve the URL so you can try loading it later, or to reload the URL again, you will not be able to, as the URL Mozilla tried to load will not appear in the URL bar, and clicking reload will not have any effect either.
A window issue like this was once resolved as fixed in bug 63334. The tabbed browser equivalent is open bug 103720 Reporter: Which build ID are you testing with?

there is a remaining issue actually: when clicking a link in browser, urlbar doesn't fill in url before connection is made. If it fails, only the previous url displays.
