List is late to start scrolls after a scrolling action.

*** Steps to Reproduce
1.Scrolling the contacts list which is filled with 250 contacts. 
2.List takes a longer time to start scrolls after a scrolling action.

*** Expected Results
List moves synchronously.

*** Actual Results
List takes a longer time to start scrolls.

A comparison of average wating time.
7715ea-FFOS ：0.199s
Flame-FFOS ：0.198s
7715ea-Android: 0.131s
Same issue is found in settings app, maybe it is a common problem.
