Steps to reproduce:
1) Load any page with Greek text eg. http://www.microsoft.com/hellas/ms.htm
2) Load any page using the Cyrillic script eg. http://www.apple.ru/news/
Actual results:
The pages are rendered using a font from the Hiragino family. The Cyrillic and
Greek chars in those fonts are kerned to match the width of Kanji block. This
looks bad when the dominant script is Greek or Cyrillic.
Expected results:
Unless the user has other Greek or Cyrillic fonts installed, expected Mozilla to
use Lucida Grande. Lucida Grande has a larger repertoire of Cyrillic and Greek
chars and the kerning is better suited for situations when Greek or Cyrillic is
the dominant script.

maybe we should disable TECFallback and let ATSUI fallback kick in directly. Not
sure about performacne impact.
