[FFOS7715 v2.1][performance] we launch browser app and make sure it‘s not first time,it starts slow.

Steps to reproduce:

1.click browser icon and note down the time t1 at the same time,and make sure broswer isn't launched the first time 
2.note down the time t2 when the browser display completely.
3.calculate t2-t1
SPRD2.1 t2-t1:0.741s
SPRD1.4 t2-t1:0.405s
flame2.1 t2-t1:0.56s


Actual results:

SPRD2.1 t2-t1:0.741s
SPRD1.4 t2-t1:0.405s
flame2.1 t2-t1:0.56s


Expected results:

2.1 is faster or almost the same as others
OS: All → Gonk (Firefox OS)
Hardware: All → ARM
Keywords: perf
Though there's no much difference between 2.1 and 1.4. Keep the priority low.
