Adding Jet since I was told he was the contact here.

I debugged this for a bit, but the minified source (and broken-ish JS debugger on Nightly) made it really painful. The error code we're getting is html5.unsupportedads. I'm guessing that there's some sniffing going wrong on YouTube's end. We need their help here.
(Note that the thing telling us to install flash is html5player.js).
Summary: Youtube not able to serve up correct content - Getting Flash Player error message in Content Pane → Youtube sometimes wants flash even with MSE enabled
Priority: -- → P5
Per YouTube, certain partner ads are still in Flash format and are still getting migrated over to HTML5. I'm told the number of such ads is "very small."

Closing because this is on YouTube.
