Version: 0.9.6 Win32 (WinNT4 sp6)
To reproduce:
1) create newsgroup account
2) verify it works : try to read some posts
3) in Account prefs, bottom of server settings: change the folder
where local info for this account is stored
4) when trying to read a post Mozilla locks. All news and browser windows.
So, did you shutdown and restart, allowing the code to reread the prefs?
Perhaps we need to morph this bug into, "Changing news disk storage prefs should
tell you to restart". I don't think we can change values on the fly like that.

Restarting Mozilla after changing prefs didnt help.
Confirming, although I don't lock up, I get the following:
When changing the value from my normal profile's path, it automatically changes
it to:
C:\Program Files\Netscape\Netscape 6.2\mail.identity.id4.reply_to
And, there is _nothing_ in that directory, yet the screenshot I'm going to
attach shows that we're still using the old location.
