Overview Description:  onMouseOut event is not yet implemented in Mailnews
window.

Steps to Reproduce:
1. Start apprunner, start messenger using Task | Messenger.
2. Click on File (or anyother) menu. A 'small' window with menuitems shows up.
Don't select the menuitems, but move the mouse to a different location/window.
Once you click on a different location/window then the 'small' window should be
closed. It's not happening.

Actual Results: The 'small' window overrides all other windows.

Expected Results: The 'small' window should close on onMouseOut event.

Build Date & Platform Bug Found:
1. 8/2/99 windows debug build.
2. 1999-08-02-13-M9 windows release build.
