Bug 1081871 changes our scheduling to rely on cgroups.

We should check to ensure that cgroups scheduling is enabled in the kernel and crash with an obvious message in logcat if we detect that cgroups scheduling is disabled.

This will prevent a vendor from trying to use a kernel which doesn't have cgroups enabled.
Closing as we don't use cgroups-based scheduling anymore since the removal of the Gonk code.
