Please check that both devices are powered on, connected via USB, and can be seen by ADB.

OK, the following devices were off, frozen, or adb-disabled. I brought them up, verified boot, logged into their host machines, and verified ADB visibility. I also brought offline nodes back online in jenkins.
7.1
15.1
16.2
18.1
18.2
19.1
19.2
20.1
21.1
23.2
24.1
24.2
27.2
28.1
28.2
I'd love to know what kind of scenario could bring down what looks like almost half our device lab. :/ The majority of the devices were viable, but turned off and charging (i.e. hitting power button showed 100% battery white icon).
15.1 was a little special in that when it rebooted, there were no gaia apps showing. I was able to load settings via the search interface and enable ADB, so I'm hoping that means the next gaia reset will fix it.
Dave, any comment here?

It is unusual for so many to fail in a short time, but I don't know what might have caused this.

Sounds like a failed cleanup or flash. The next flash should fix it.
