According to the file menu in the message composition window, ctrl-return should
act as a keyboard shortcut for send message.  However, pressing Ctrl-Return has
no discernable effect.  Also, ctrl-shift-return (for send later) doesn't work
either.

Reproducible: Always
Steps to Reproduce:
1. Write a new email/newsgroup post.
2. Press ctrl-return ir ctrl-shift-return.


Actual Results:  Nothing happens

Expected Results:  Message should be sent, or queued to be sent later.
