We still want users coming up to 34 from earlier versions to see the WN for search, but no one on 34 or higher should get a WN page.

I've adjusted the live releasetest snippets for this and prepared the not-yet-live release channel snippets the same way.

In prep for the switch to Balrog, I also updated it to only show the whatsnew page for <34.0.
