In bug 1112401, we found (again) that branch new notifications can be overridden by the resend logic in mozChromeNotifications if they are created early enough. In bug 1088224 we had a gecko patch for 2.1 only that fixes this behavior and adds tests. We should backport this to master since it seems to effect more than just voice mail notifications.
