As we found out in bug 1107674, settings permissions in privileged apps can only be ALLOW or DENY, PROMPT won't actually prompt the user for anything. It would probably be good to implement this for when we do finally need to prompt for apps touching a permission.

This would involve two steps:

- Change the permissions table to automatically grant settings-api-read/write if a settings:* permissions is set to either ALLOW /or/ PROMPT
- Implementing a system similar to the contacts API that will prompt on an action being taken.
Cleaning up Device Interfaces component, and mass-marking old FxOS bugs as incomplete.
