[Loop] Call *isn't* recorded when contact isn't available.

Pre-requisites
Device A logged in Mobile Loop application.
User B is a contact in device A and not registered in Loop.
STRs:
1. Device A tap on "New conversation" button.
2. Select contact (user B).
3. Tap "Call" button in "Conversation" screen. -> "Dialing" call.
4. After a few seconds, Device A shows: "X is not availabre. Do you want to create a new room?..." and tap on "Cancel" button.
Actual result:
Call *isn't* recorded in calls list.
Expecte result:
Call should be recorded in calls list.

Thanks Loli! I have reviewed the ACs and the implementation in 1.1 Loop version and we should only generate a call log entry if the protocol to establish the call is started.
In the case of non loop users, the protocol does not start as there is no way to start the web sockets protocol and hence no call log register is generated.
