[1.Description]:
[Flame][2.1&2.2][Lock Screen]While we launch some app for the first time, there will be app permission page displayed. If we lock and then unlock device,this page will disappear, we don't kown which option was selected.
Occurence time:7:09

[2.Testing Steps]: 
1. Launch  browser the first time(There is no app permission on 2.2 while we launch browser).
2.App permission page will displayed.
3.Wait for time out or lock screen by manual.
4.Unlock screen.

1.Launch camera for the first time.
2.Uncheck remember my choice and tap allow, then end camera in task manager.
3.Launch camera again. Wait for time out or lock screen by manual.
4.Unlock screen.

[3.Expected Result]: 
4.App permission page should be displayed after you unlock screen.

[4.Actual Result]: 
4.App permission page disappears.

Minor bug but can be improved.

This issue also occurs in 3.0 

And also occurs when going to task manager / card view instead of locking and unlocking the screen.
