STR:
1.- Device_B logged in loop with MSISDN with verified NumB.
2.- Device_A logged in loop with MSISDN or FirefoxAccount, WITHOUT SIM CARD.
3.- Save NumB without MCC in Device_A's contacts app, as User_B
4.- Call from Device_A to User_B, from Loop, or from contacts app. (audio or video)

ACTUAL RESULT:
Screen attached appears. (message: User_B is not a Firefox Hello user yet....."

EXPECTED RESULT:
Call should be done. (as when it had sim card inside)

I don't know if there isn't sim card, is technically possible to detect one user without MCC as FxUser, but, anyway, the message "UserB is not a Firefox Hello user yet...", can be confusing.
No, there isn't not as we don't have any way to know the prefix.
That's something we need to live with :(
