Switch to enable/disable (or even off/manual/auto) proxy as option to toolbar.

This would increase useability of Mozilla on laptops, where user is using
company network with proxy, and direct connection at home/road. This button on
toolbar should be option which can be turned on from preferences, but not taking
space on default install.
