Sticky page buttons only work on pages with tables of content

Details
In pull 2535, we added a data-sticky attribute. When the attribute has a value of "true" page buttons (edit, language, etc.) stick to the top of the page when scrolled.
Currently, this only works on pages with tables of content. We should ensure that the buttons stick even on pages without a TOC.
