I realize the target is to create the plan, but I'd be interested in what exactly the goal behind this bug is. Does this mean merging gcli and the Browser Console or Error Console? Would this have any impact for non-Firefox products?

Browser console, a.k.a. toolbox, so it should work in any content toolbox tool. The net effect on non-firefox products might be that you get to use GCLI commands where currently you can't.
